Capgemini Named SAP's First Sovereign Cloud Partner

Key takeaways

  • Capgemini is the first partner to earn SAP's Sovereign Cloud Partner designation.
  • Valid in France, Germany, the Netherlands and the UK — covering data residency, governance, security and operations.
  • Delivers on the Sovereign Technology Partnership announced with SAP in November 2025.
  • Capgemini will migrate HMRC's Enterprise Tax Management Platform (over £875 billion processed annually) to SAP S/4HANA and Sovereign Cloud.

Capgemini has been recognised as the first partner to achieve SAP's new Sovereign Cloud Partner designation, a status that certifies its ability to design, deploy and operate SAP cloud environments meeting strict sovereignty requirements across data, infrastructure and operations. Announced on 11 June 2026, the milestone places Capgemini at the front of a fast-growing market for sovereign enterprise cloud.

The designation currently applies in France, Germany, the Netherlands and the United Kingdom, and confirms that Capgemini meets SAP's high bar for data residency, operational control, governance, security and delivery. For SAP customers in regulated industries, it means they can pursue AI-driven transformation while keeping critical systems and sensitive data under sovereign control. It also delivers on the Sovereign Technology Partnership the two companies announced in November 2025.

"Europe's ability to compete globally depends on combining innovation with strong digital sovereignty," said Thomas Saueressig, Chief Customer Officer and Executive Board member at SAP, adding that the achievement reflects the capabilities required to deliver sovereign cloud at scale. Capgemini's Chief Strategy and Development Officer, Fernando Alvarez, framed digital sovereignty as a core requirement for resilience and long-term competitiveness as organisations scale their use of AI.

The recognition is already translating into work on the ground. Capgemini has been appointed by HM Revenue and Customs as a Migration Delivery Partner to modernise the UK tax authority's Enterprise Tax Management Platform, moving it to SAP S/4HANA and SAP's Sovereign Cloud. The platform supports more than 50 tax regimes, processes over £875 billion a year, and serves millions of taxpayers and over 40,000 HMRC employees, making it one of the more consequential sovereign SAP migrations underway in Europe.

For the wider SAP partner ecosystem, Capgemini's first-mover status sets a benchmark for how sovereign cloud and enterprise AI will be delivered in regulated sectors such as public services, financial services, and energy and utilities. It is a clear signal that data sovereignty is moving from a compliance checkbox to a central part of the SAP transformation conversation.
